Run for slug=marketing: health=68, innovation=72, no LLM available. Falls back to ruleOpportunities, creates 2 new initiatives ('Launch attribution dashboard', 'Optimize Skool funnel'), generates 5 tickets total, bumps health to 70 and innovation to 75, logs strategy_analysis DepartmentEvent.

Temperature=0.4 + json_object enforcement to bound variance.
